Notice of Exchange of Owners/Tenants’
Dear Property Owner - When selling or renting a property for a year or more, you are required by law to notify the municipality's revenue department. In the event of a change of ownership/tenants, the municipal revenue department will require a copy of the sales or rental contract.
The contract must specify the following details:
- Personal details: Full name/company, ID/Private Company Number
- The rental period
- The purpose of the rental
As a reminder, registration will be performed by the municipality from the date of receipt of notification, and for contracts that are for a minimum period of one year (12 months).
Notice of Vacating a Property
Tenant - according to law, the municipality's revenue department must be notified in writing when a contract terminates.
The notification must include the following details:
- The date of vacating the property.
- Your new address.
Please note that registration of vacating a property will be from the date of receipt of such notification by the municipality.
Discounts:
To receive a property tax discount:
- You must ensure that the property tax account is in your name.
- If you are renting a property, you must ensure that the municipality has a valid copy of your contract.
If you previously lived in another authority, you must:
- Bring a confirmation of termination/non-receipt of discount at the same authority.
- Update your address at the Ministry of the Interior with the address of the property for which the discount is requested.
For your information, those who qualify for more than one discount, the highest discount will be applied.
1. Residents who wish to receive a discount on property tax due to:
A medical disability rate of 90 percent, or a person who is still not qualified to receive old age pension, and has been determined to have a disability.
- Receiving compensation as a prisoner of Zion or as a family member of a royal martyr according to the Law of Reparations to Prisoners of Zion and their Families -5753 1992.
- Receiving a disability benefit according to the Victims of Nazi Persecution Law 5717 – 1957
- Receiving a disability benefit due to Nazi persecution paid by the government of Germany, Holland, Austria, Belgium.
- Holders of a blind certificate according to the Welfare Services Law, 1958.
- Holders of an immigrant certificate/ immigrant citizen certificate issued in the last 24 months.
- Righteous Among the Nations/spouse or previous spouse.
- A single parent as defined in the Single Parent Support Law 5782-1992, or a single parent with a child living at home, serving compulsory national service and not exceeding the age of 21.
2. In the case of residents seeking a discount based on economic criteria, eligibility will be determined according to income. The following information is required when applying:
- Completed and signed discount application form.
- Income certificates from any source of all those living in the property.
- Three months' payslips of all residents of the property.
- A printout of bank account statements for the last three months of all those living in the property.
- References relevant to the application.
3. Residents who wish to contact the Property Tax Discount Committee may submit an application in the following circumstances:
In case of an applicant or a member of their family incurring unusual medical expenses as a result of a one-time or ongoing treatment for a medical condition.
- A significant deterioration in the applicant's financial situation as a result of an unforeseen event.
- In an application to the Property Tax Discounts Committee, the following information is required when applying:
Completed and signed discount application form.
- Income certificates from any source of all those living in the property.
- Three months' payslips of all residents of the property.
- A printout of bank account statements for the last three months of all those living in the property.
- Medical references relevant to the application.
4. Discount for a Vacant Property
According to the decision of the municipal council and the property tax decree, and in accordance with the Regulations of State Economy Arrangements (Property Tax Discount), 5783-1993, the following property tax discounts are applicable:

Owners of vacant buildings that have not been occupied for a cumulative period will receive a discount for the period during which they have owned the building, provided that ownership has not changed. For the purpose of determining the cumulative period, a period of less than 30 days during which the building was continuously vacant will not be considered. |
Discounts of 100% are available for a continuous period not exceeding 12 months from the date of completion of the construction. | A discount is given to the first owner of a new and vacant building, which has not been used continuously since its construction was completed and is deemed suitable for use. |
- A discount will be granted based on the date on which the application is submitted to the municipality, provided the application form is completed and an inspection is performed by a municipality official.
- It should be noted that submission of the application for the discount does not constitute a reason for non-payment of property tax bills or postponement of the payment date. As per law, any payment delay will result in additional interest and linkage differences.
5. Non-profit classification in the property tax order:
- The applicant must submit a current VAT certificate (for the same tax year) entitled "non-profit classification" and demonstrate that the institution serves a public purpose, such as religion, culture, education, science, health, welfare, or sports.
